FRPC – Local Elections Tips on Searching

There are four different searches in relation to local elections entities that you can do in the Financial Reports and Political Contributions System (FRPC):

  • Search for Scanned Reports – Use the Scanned Reports search to view scanned images of local elections financing reports, disclosure statements, and amendments filed under the Local Elections Campaign Financing Act (LECFA).
  • Search for Election Summaries – Use the Election Summaries search to view financial information summaries related to an election or assent voting.
  • Search for Annual Report Contributions – Use the Annual Report Contributions search to view campaign contributions made under LECFA in annual reports and deregistration reports.
  • Search for Election Contributions – Use the Election Contributions search to view campaign contributions made under LECFA in election reports.

 


+ 1. Scanned Reports search

This search allows you to select and view scanned images of local elections financing reports and disclosure statements filed with Elections BC under the Local Elections Campaign Financing Act (LECFA).

+ 2. Searching for scanned reports by partial filer name

To view a scanned report filed for a particular individual or organization, enter part of their name into the box labelled Partial Filer Name. The FRPC System will search for all filers with that name, or part of that name, and display matches in the search results screen.

The system does not use wildcards (e.g., *). Since the spelling of names can differ, unless you are absolutely sure of the full name and spelling of the filer name you are looking for, it is better to enter only the last name and then scroll through the search results to find the particular report you are looking for.

After you complete a search, you can edit or refine your search criteria by clicking the Modify Search button.

As an alternative to searching by partial filer name, you can use the Filer Name drop-down box in the search criteria.

+ 3. Searching for scanned reports by endorsement

Endorsement is the local elector organization that the filer is associated with. For example, a candidate who runs for the XYZ Elector Organization is endorsed by that organization. Candidates not representing an elector organization do not have endorsements.

You can limit your search to reports filed by a particular elector organization and its endorsed candidates by using the Endorsement drop-down box to select that Elector Organization’s name.

+ 4. Searching for scanned reports by filer type

The filer type is the type of individual or organization that files local elections financing reports and disclosure statements with Elections BC. The filer types are:

  • Assent Voting Advertising Sponsor
  • Candidate
  • Elector Organization
  • Third Party Sponsor

Elector organizations must be registered with Elections BC to endorse candidates in local elections. Once an elector organization is deregistered, they are no longer required to file financing reports with Elections BC. However, scanned reports that were filed when they were previously registered are searchable in FRPC.

You can limit your search to a particular filer type by using the Filer Type drop-down box.

+ 5. Searching for scanned reports by office, jurisdiction type, jurisdiction and election area

Office is the position that a candidate seeks election to (e.g., Mayor, Councillor, Board of Education Trustee, Electoral Area Director, etc.).

Jurisdiction Type filters the options available in the Jurisdiction drop-down box. Jurisdiction types include Advisory Council, Islands Trust, Municipality, Park Board, Regional District, and School District.

Jurisdiction is the specific municipality, school district, regional district, etc., in which an election is held.

Election area is the defined geographic area in which an election is held. Every jurisdiction contains one or more election areas.

You can limit your search by filtering the results using any of these drop-down boxes.

+ 6. Searching for scanned reports by filer name

The Filer Name drop-down box contains the names of all individuals and organizations who have filed a scanned report with Elections BC from the 2014 General Local Elections onward. Candidates and elector organizations are identified by their ballot name.

You can limit your search to a particular entity by using the Filer Name drop-down box.

+ 7. Searching for scanned reports by report type

The Report Type drop-down box contains a list of the different types of scanned reports filed with Elections BC.

You can limit your search to a particular report type using the Report Type drop-down box.

+ 8. Searching for scanned reports by event name

The Event Name drop-down box contains the names of all election and assent voting events administered by Elections BC from the 2014 General Local Elections onward.

You can limit your search to a particular event by using the Event Name drop-down box.

+ 9. Speeding up your search

There are many scanned reports in the FRPC System. For faster search results, narrow your search by selecting as much information as possible in the search drop-down boxes. The more fields you select, the faster your results will be returned.

+ 10. The results screen

Once you have selected your search criteria, click on the Search button. The FRPC System will return local scanned reports that match the criteria you selected.

The search results will appear on the screen in a table format with your search criteria at the top of the screen. You can change your search criteria by clicking on the Modify Search button.

On the search results table, you can sort the data by clicking on a column heading. For example, if you want to sort by the filer type, click on the column heading Filer Type. You can only sort by one column at a time.

The search results screen shows 50 records per page. If your results contain more than 50 records, you can click on the other page numbers which are shown just above the search results column headings as well as just below the search results.

To view a report, click on the link in the Scanned Report Name column.

+ 11. The report listing screen

After selecting a report to view, the report listing screen will appear. The column headings for the report listing screen are explained below:

Version The original report as filed with Elections BC and all amendments to the report are listed.
PDF View the report as a PDF file.
For Dial-up Users For users with dial-up internet connection, view the report page by page.
Date Filed The date the report, or amendment, was filed with Elections BC.

+ 12. Election Summary search

This search allows you to view a summary of financial information for local scanned reports that are related to an election or assent voting from the 2018 General Local Elections onward.

The election summary search results display income and expense information from reports filed by local candidates, elector organizations, third party sponsors and assent voting advertising sponsors.

The search results of election summary data include:

  • The filer name of the individual or organization who filed the report
  • The name of the report, including a link to the most recent version
  • The elector organization endorsement of the filer (if applicable)
  • The filer type of the individual or organization who filed the report
  • The office, jurisdiction and election area in which the filer is registered (if applicable)
  • Total income, total expenditures and surplus campaign funds
  • A link to a details screen where further details related to the inflows and outflows of the report can be found

+ 13. Searching for election summaries by partial filer name

To view summary financial information related to an election or assent voting for a particular individual or organization, enter part of their name into the box labelled Partial Filer Name.   • Assent Voting Advertising Sponsor
  • Candidate
  • Elector Organization
  • Third Party Sponsor

You can limit your search to a particular filer type by using the Filer Type drop-down box.

+ 16. Searching for election summaries by office, jurisdiction and election area

Office is the position that a candidate seeks election to (e.g., Mayor, Councillor, Board of Education Trustee, Electoral Area Director, etc.).

+ 17. Searching for election summaries by filer name

You can limit your search to a particular entity by using the Filer Name drop-down box.

+ 18. Searching for election summaries by event name

The Event Name drop-down box contains the names of all election and assent voting events administered by Elections BC from the 2018 General Local Elections onward.

You can limit your search to a particular event by using the Event Name drop-down box.

+ 19. Speeding up your search

There are many election summary financial data records in the FRPC System. For faster search results, narrow your search by selecting as much information as possible in the search drop-down boxes. The more fields you select, the faster your results will be returned.

+ 20. The results screen

Once you have selected your search criteria, click on the Search button. The FRPC System will return election summary information that matches the criteria you selected.

The search results appear in a table format with the search criteria at the top of the screen. You can change your search criteria by clicking on the Modify Search button, print your search results by clicking on the Printer Friendly button, or download your search results by clicking on the Download Search Results button.

On the search results table, you can sort the data by clicking on a column heading. For example, if you want to sort by the filer type, click on the column heading Filer Type. You can only sort by one column at a time.

The search results screen shows 50 records per page. If your results contain more than 50 records, you can click on the other page numbers which are shown just above the search results column headings as well as just below the search results.

To view further details related to the inflows and outflows of the report, you can click on the View Details link.

+ 21. The details screen

Once you click on the View Details link, more detailed election summary information is shown from the previous search results screen.

The information outlined on the details screen for local candidates and elector organizations is explained below:

Campaign Contributions by Individuals

The dollar value of contributions from all individual contributors.

Campaign Contributions by Anonymous The dollar value of contributions from anonymous contributors.
Total Campaign Contributions

The sum of contributions from both individual and anonymous contributors.

Other income

The dollar value of all other income.

Total Income

The sum of total campaign contributions and other income.

Election period expenses

The dollar value of election expenses used in the election period.

Campaign period expenses

The dollar value of election expenses used in the campaign period that are subject to expense limits.

Expense Limit

The maximum dollar value of campaign period election expenses that can be used in an election campaign. Expense limits vary by jurisdiction and office.

Candidate Amount

The portion of the expense limit that the candidate can use. Candidates that are endorsed may assign a portion of or all of their expense limit to their elector organization.

Election expenses not subject to the expense limit The dollar value of all election expenses used in the campaign period that are not subject to expense limits.

Other expenses

The dollar value of all other expenses used in the campaign that are not election expenses.

Total Expenditures

The sum of all election expenses and other expenses used in the election campaign.

Surplus campaign funds

The dollar value of campaign funds left over after all expenses and debts of the campaign including reimbursements are paid.

 

The information outlined on the details screen for third party sponsors and assent voting advertising sponsors is explained below:

Sponsorship Contributions by Individuals The dollar value of contributions from all individual contributors.
Sponsorship Contributions by Anonymous

The dollar value of contributions from anonymous contributors.

Total Sponsorship Contributions The sum of contributions from both individual and anonymous contributors.
Sponsor’s own assets used

The dollar value of sponsor’s assets, other than contributions, that were used to pay for advertising.

Total Income

The sum of total sponsorship contributions and sponsor’s own assets used.

Total pre-campaign period election advertising

The dollar value of pre-campaign period election advertising. Applies to third party sponsors only.

Total campaign period election advertising

The dollar value of campaign period election advertising that is subject to third party advertising limits. Applies to third party sponsors only.

Total assent voting advertising

The dollar value of campaign period assent voting advertising. Applies to assent voting advertising sponsors only.

Total Expenditures

The sum of total pre-campaign period election advertising and total campaign period election advertising (or assent voting advertising).

+ 22. Downloading election summary data

All election summary data posted on FRPC may be downloaded directly from the search screen by clicking: “To download all election summary data click here.”

Faster downloads can be done by narrowing your search, as discussed earlier in the Local Tips on Searching, and clicking on the Download Search Results button on the search results screen.

+ 23. Annual Report Contributions search

This search allows you to view and download all campaign contributions reported by registered elector organizations in annual financial reports or deregistration financial reports.

The data identifies:

  • Total contributions of less than $100
  • Total anonymous contributions
  • All contributions from contributors who made one or more campaign contributions under LECFA during a calendar year that have a total value of $100 or more

The search results include the following information for each contribution:

  • Contributor name
  • Date
  • Amount
  • Filer Name (i.e., entity that received the contribution)
  • Event Name (i.e., the annual report year)
  • Jurisdiction Type
  • Jurisdiction

Annual financial reports for registered elector organizations include contributors who made campaign contributions during a calendar year (i.e., January 1 to December 31). If there is an election during the year, the contributor information from the elector organization’s election financing report is also included in the annual financial report.

Deregistration financial reports for registered elector organizations include contributors who made campaign contributions from January 1 to the date of deregistration.

It is not a requirement of LECFA to report the date for campaign contribution less than $100 or for anonymous contributions. Therefore, for “Total Class 1 Contributions of Less than $100” and for “Total Anonymous Contributions”, the date shown in the search results is the last day of the reporting period.

+ 24. Election Contributions search

This search allows you to view and download all campaign contributions reported by candidates and elector organizations in campaign financing disclosure statements filed in relation to a local election.

The data identifies contributions from contributors who made one or more campaign contributions under LECFA in relation to a specific election that have a total value of $100 or more. This information is disclosed on Form 4302 (candidates) and Form 4403 (elector organizations) in campaign financing disclosure statements. The search results include the following information for each contribution:

  • Contributor name
  • Date
  • Amount
  • Class
  • Director 1 & Director 2 (for organizations only)
  • Filer Name (i.e., entity that received the contribution)
  • Filer Type
  • Endorsement (i.e., the endorsing elector organization, if applicable)
  • Event Name (i.e., the 2022 General Local Elections)
  • Office
  • Jurisdiction Type
  • Jurisdiction
  • Election area

It is not a requirement of LECFA to report the date for campaign contributions less than $100 or for anonymous contributions. Therefore, for “Total Class 1 Contributions of Less than $100” and for “Total Anonymous Contributions”, the date shown in the search results is the last day of the reporting period.

+ 25. Searching for contributions by partial contributor name

To search for a particular contributor by name, the contributor must have made campaign contributions that in total are $100 or more.

Enter any part of their name into the box labelled Partial Contributor Name. The FRPC System will return contribution records that match or include that string of text in the name of the contributor or principal officials.

For example, if you enter Smith in the contributor name field, the FRPC System will search for all contributors and principal officials that include Smith within their name, including Smith, Smithson, Smithfield, etc.

The system does not use wildcards (e.g., *). Since the spelling of names can differ, unless you are absolutely sure of the full name and spelling of the contributor’s name you are looking for, it is better to enter only the last name and then scroll through the search results to find the particular contributor.

For example, to determine whether Matt Smith made a campaign contribution of $100 or more to any filer, entering Matt Smith in the box labelled Partial Contributor Name would not return contributions made by Matt Adam Smith or Matthew Smith.

You can edit or refine your search criteria by clicking the Modify Search button.

+ 26. Searching for contributions by endorsement (including contributions made to endorsed candidates and campaigns of elector organizations)

Endorsement refers to the local elector organization that the filer is associated with. For example, a candidate who runs for the XYZ Elector Organization is endorsed by that organization. Candidates not representing an elector organization do not have endorsements.

To search for contributions made to the endorsed candidates and election campaigns of a particular elector organization during a reporting period, select that elector organization’s name from the Endorsement drop-down box. This will also filter the Filer Name drop-down box so that only those candidates and election campaigns of the chosen elector organization will appear.

+ 27. Searching for contributions by filer type

The filer type is the type of individual or organization that received the campaign contribution(s) and disclosed the contribution(s) in a financing report or disclosure statement. The following filer types report campaign contribution information to Elections BC for public disclosure:

  • Candidate
  • Elector Organization

Sponsorship contributions made to third party sponsors and assent voting advertising sponsors are not searchable in FRPC.

You can limit your search to a particular filer type by using the Filer Type drop-down box.

+ 28. Searching for contributions by office, jurisdiction type, jurisdiction or election area

Office is the position that a candidate seeks election to (e.g., Mayor, Councillor, Board of Education Trustee, Electoral Area Director, etc.).

This information does NOT include the jurisdiction or election area where the contributor resides. You can limit your search by filtering the results using any of these drop-down boxes.

+ 29. Searching for contributions by filer name

The Filer Name drop-down box contains the names of all candidates and elector organizations who have reported receiving campaign contributions to Elections BC from the 2014 General Local Elections onward. Candidates and elector organizations are identified by their ballot name.

You can limit your search to a particular entity by using the Filer Name drop-down box.

+ 30. Searching for contributions by event name

To search for contributions made in relation to a specific event, select the name of the event from the Event Name drop-down box. All campaign contributions from candidates and elector organizations that are reported for that event name will appear in your search results.

+ 31. Searching for contributions by contributor class

As of October 31, 2017, only eligible individuals are permitted to make campaign contributions in relation to the 2018 General Local Elections and subsequent local election events. The contributor class field is helpful for previous contributions. To search for contributions made by contributors of a specific contributor class, select the desired class from the Contributor Class drop-down box. The contributor classes are:

  • 1 – Individual
  • 2 – Corporation
  • 3 – Unincorporated Business/Commercial Organization (e.g., sole proprietorship or partnership)
  • 4 – Trade Union
  • 5 – Non-Profit Organization
  • 6 – Other
  • Anon – Anonymous

+ 32. Searching for contributions by date

To search for campaign contributions made within a certain period of time, select a beginning date, end date, or both, using the Date From and Date To fields. The search results will be filtered to return contributions that were made within the selected period of time.

+ 33. Speeding up you search

There are many contribution records in the FRPC System. For faster search results, narrow your search by selecting as much information as possible in the search drop-down boxes. The more specific your search, the faster your results will be returned.

As an example, if you want to search for contributors who gave contributions to a specific elector organization during 2018, we recommend you limit your search by selecting that elector organization from the Filer Name drop-down list and select the Date From as January 1, 2022 and the Date To as December 31, 2022.

+ 34. The results screen

Once you have selected your desired search criteria on the search screen, click on the Search button. The FRPC System will return contributions that match the criteria you selected.

The search results appear in a table format with the search criteria at the top of the screen. You can change your search criteria by clicking on the Modify Search button, print your search results by clicking on the Printer Friendly button, or download your search results by clicking on the Download Search Results button.

On the search results table, you can sort the data by clicking on a column heading. For example, if you want to sort by the amount of the contribution, click on the column heading Amount. You can only sort by one column at a time.

The search results screen shows 50 records per page. If your results contain more than 50 records, you must click on the other page numbers which are shown just above the search results column headings.

The column headings for the Annual Report Contributions and Election Contributions search results are explained below.

Contributor Name

The name of the individual or organization that made the contribution. For individuals, it is displayed as “First Name Last Name.”

Date The date the contribution was made.
Amount

The dollar value of the contribution. For in-kind contributions of goods and services, this is the market value.

Class

The class of the contributor. The classes are:

  • 1 – Individual
  • 2 – Corporation
  • 3 – Unincorporated Business/Commercial Organization (e.g., sole proprietorship or partnership)
  • 4 – Trade Union
  • 5 – Non-Profit Organization
  • 6 – Other
  • Anon – Anonymous

As of October 31, 2017, only eligible individuals may make campaign contributions. This applies from the 2018 General Local Elections onward.

Director 1

Director 2

Class 2, 3, 4, 5 and 6 contributors must disclose the names of two directors or principal officials. If there is only one director, the second entry will state “sole director” or “sole proprietor.”

As of October 31, 2017, only eligible individuals may make campaign contributions. This applies from the 2018 General Local Elections onward.

Filer Name

The name of the candidate or elector organization that received the contribution.
Filer Type

Indicates whether the filer was a candidate or an elector organization.

Endorsement The name of the elector organization that endorsed the candidate. This field will be blank for candidates not endorsed by an elector organization and all other filer types.

Event Name

The particular event (e.g., a specific general local election or by-election) for which campaign contributions were disclosed.

Office

The office for which a candidate ran (e.g., mayor, councillor, board of education trustee, etc.). This field will be blank for all filer types other than candidates.

Jurisdiction Type

Indicates the type of jurisdiction (e.g., municipality, school district, regional district, etc.).

Jurisdiction The municipality, school district, regional district, etc., in which a candidate ran, or in which an elector organization endorsed candidates.

Election Area

The election area in which a candidate ran.

+ 35. Downloading campaign contributions data

All campaign contribution data may be downloaded directly from the search screen by clicking: “To download all campaign contributions data click here.” Sponsorship contribution data is not available for download.
