There are four different searches in relation to local elections entities that you can do in the Financial Reports and Political Contributions System (FRPC):
+ 1. Scanned Reports search
This search allows you to select and view scanned images of local elections financing reports and disclosure statements filed with Elections BC under the Local Elections Campaign Financing Act (LECFA).
+ 2. Searching for scanned reports by partial filer name
The system does not use wildcards (e.g., *). Since the spelling of names can differ, unless you are absolutely sure of the full name and spelling of the filer name you are looking for, it is better to enter only the last name and then scroll through the search results to find the particular report you are looking for.
After you complete a search, you can edit or refine your search criteria by clicking the Modify Search button.
As an alternative to searching by partial filer name, you can use the Filer Name drop-down box in the search criteria.
+ 3. Searching for scanned reports by endorsement
You can limit your search to reports filed by a particular elector organization and its endorsed candidates by using the Endorsement drop-down box to select that Elector Organization’s name.
+ 4. Searching for scanned reports by filer type
Elector organizations must be registered with Elections BC to endorse candidates in local elections. Once an elector organization is deregistered, they are no longer required to file financing reports with Elections BC. However, scanned reports that were filed when they were previously registered are searchable in FRPC.
You can limit your search to a particular filer type by using the Filer Type drop-down box.
+ 5. Searching for scanned reports by office, jurisdiction type, jurisdiction and election area
Jurisdiction Type filters the options available in the Jurisdiction drop-down box. Jurisdiction types include Advisory Council, Islands Trust, Municipality, Park Board, Regional District, and School District.
Jurisdiction is the specific municipality, school district, regional district, etc., in which an election is held.
Election area is the defined geographic area in which an election is held. Every jurisdiction contains one or more election areas.
You can limit your search by filtering the results using any of these drop-down boxes.
+ 6. Searching for scanned reports by filer name
You can limit your search to a particular entity by using the Filer Name drop-down box.
+ 7. Searching for scanned reports by report type
You can limit your search to a particular report type using the Report Type drop-down box.
+ 8. Searching for scanned reports by event name
You can limit your search to a particular event by using the Event Name drop-down box.

The search results will appear on the screen in a table format with your search criteria at the top of the screen. You can change your search criteria by clicking on the Modify Search button.
On the search results table, you can sort the data by clicking on a column heading. For example, if you want to sort by the filer type, click on the column heading Filer Type. You can only sort by one column at a time.
The search results screen shows 50 records per page. If your results contain more than 50 records, you can click on the other page numbers which are shown just above the search results column headings as well as just below the search results.
To view a report, click on the link in the Scanned Report Name column.

The election summary search results display income and expense information from reports filed by local candidates, elector organizations, third party sponsors and assent voting advertising sponsors.

The information outlined on the details screen for local candidates and elector organizations is explained below:

The dollar value of contributions from all individual contributors. |
Campaign Contributions by Anonymous | The dollar value of contributions from anonymous contributors. |
Total Campaign Contributions |
The sum of contributions from both individual and anonymous contributors. |
Other income |
The dollar value of all other income. |
Total Income |
The sum of total campaign contributions and other income. |
Election period expenses |
The dollar value of election expenses used in the election period. |
Campaign period expenses |
The dollar value of election expenses used in the campaign period that are subject to expense limits. |
Expense Limit |
The maximum dollar value of campaign period election expenses that can be used in an election campaign. Expense limits vary by jurisdiction and office. |
Candidate Amount |
The portion of the expense limit that the candidate can use. Candidates that are endorsed may assign a portion of or all of their expense limit to their elector organization. |
Election expenses not subject to the expense limit | The dollar value of all election expenses used in the campaign period that are not subject to expense limits. |
Other expenses |
The dollar value of all other expenses used in the campaign that are not election expenses. |
Total Expenditures |
The sum of all election expenses and other expenses used in the election campaign. |
Surplus campaign funds |
The dollar value of campaign funds left over after all expenses and debts of the campaign including reimbursements are paid. |

The dollar value of pre-campaign period election advertising. Applies to third party sponsors only. |
Total campaign period election advertising |
The dollar value of campaign period election advertising that is subject to third party advertising limits. Applies to third party sponsors only. |
Total assent voting advertising |
The dollar value of campaign period assent voting advertising. Applies to assent voting advertising sponsors only. |
Total Expenditures |
The sum of total pre-campaign period election advertising and total campaign period election advertising (or assent voting advertising). |

+ 23. Annual Report Contributions search
The data identifies:
The search results include the following information for each contribution:
Annual financial reports for registered elector organizations include contributors who made campaign contributions during a calendar year (i.e., January 1 to December 31). If there is an election during the year, the contributor information from the elector organization’s election financing report is also included in the annual financial report.
Deregistration financial reports for registered elector organizations include contributors who made campaign contributions from January 1 to the date of deregistration.
It is not a requirement of LECFA to report the date for campaign contribution less than $100 or for anonymous contributions. Therefore, for “Total Class 1 Contributions of Less than $100” and for “Total Anonymous Contributions”, the date shown in the search results is the last day of the reporting period.
+ 24. Election Contributions search
The data identifies contributions from contributors who made one or more campaign contributions under LECFA in relation to a specific election that have a total value of $100 or more. This information is disclosed on Form 4302 (candidates) and Form 4403 (elector organizations) in campaign financing disclosure statements. The search results include the following information for each contribution:
It is not a requirement of LECFA to report the date for campaign contributions less than $100 or for anonymous contributions. Therefore, for “Total Class 1 Contributions of Less than $100” and for “Total Anonymous Contributions”, the date shown in the search results is the last day of the reporting period.
+ 25. Searching for contributions by partial contributor name
Enter any part of their name into the box labelled Partial Contributor Name. The FRPC System will return contribution records that match or include that string of text in the name of the contributor or principal officials.
For example, if you enter Smith in the contributor name field, the FRPC System will search for all contributors and principal officials that include Smith within their name, including Smith, Smithson, Smithfield, etc.
The system does not use wildcards (e.g., *). Since the spelling of names can differ, unless you are absolutely sure of the full name and spelling of the contributor’s name you are looking for, it is better to enter only the last name and then scroll through the search results to find the particular contributor.
For example, to determine whether Matt Smith made a campaign contribution of $100 or more to any filer, entering Matt Smith in the box labelled Partial Contributor Name would not return contributions made by Matt Adam Smith or Matthew Smith.
You can edit or refine your search criteria by clicking the Modify Search button.
+ 26. Searching for contributions by endorsement (including contributions made to endorsed candidates and campaigns of elector organizations)
To search for contributions made to the endorsed candidates and election campaigns of a particular elector organization during a reporting period, select that elector organization’s name from the Endorsement drop-down box. This will also filter the Filer Name drop-down box so that only those candidates and election campaigns of the chosen elector organization will appear.
+ 27. Searching for contributions by filer type
Sponsorship contributions made to third party sponsors and assent voting advertising sponsors are not searchable in FRPC.
You can limit your search to a particular filer type by using the Filer Type drop-down box.
+ 28. Searching for contributions by office, jurisdiction type, jurisdiction or election area

As an example, if you want to search for contributors who gave contributions to a specific elector organization during 2018, we recommend you limit your search by selecting that elector organization from the Filer Name drop-down list and select the Date From as January 1, 2022 and the Date To as December 31, 2022.

Contributor Name |
The name of the individual or organization that made the contribution. For individuals, it is displayed as “First Name Last Name.” |
Date | The date the contribution was made. |
Amount |
The dollar value of the contribution. For in-kind contributions of goods and services, this is the market value. |
Class |
The class of the contributor. The classes are:
As of October 31, 2017, only eligible individuals may make campaign contributions. This applies from the 2018 General Local Elections onward. |
Director 1 Director 2 |
Class 2, 3, 4, 5 and 6 contributors must disclose the names of two directors or principal officials. If there is only one director, the second entry will state “sole director” or “sole proprietor.” As of October 31, 2017, only eligible individuals may make campaign contributions. This applies from the 2018 General Local Elections onward. |
Filer Name |
The name of the candidate or elector organization that received the contribution. |
Filer Type |
Indicates whether the filer was a candidate or an elector organization. |
Endorsement | The name of the elector organization that endorsed the candidate. This field will be blank for candidates not endorsed by an elector organization and all other filer types. |
